Kirkcaldy, Scotland, UK – Katie Dolatowski is an 18-year-old who was born male and identifies as a woman. A serial child sexual abuser, Mr Dolatowski targets prebuscent girls in supermarket restrooms for voyeurism and coercive, violent sexual attacks.
On February 8, 2018, Mr Dolatowski attempted to film a 12-year-old girl at Asda Halbeath, Dunfermline as she used the restroom. The girl shouted when she saw a cell phone over the partition wall, and Mr Dolatowski fled the scene.
A month later, on March 4, Mr Dolatowski stalked a 10-year-old girl into a supermarket restroom in Morrisons, Kirkcaldy. He grabbed the girl by the face and forced her back into a cubicle as she was exiting. He then ordered the child to remove her pants.
In order to frighten the child into compliance with the sexual assault, the pedophile told her that there was a man waiting outside who would kill her mother.
The child, however, fought back, punching the sexual predator in the face, stomach and groin before running to her father and siblings, who were waiting for her near the restroom.
The girl was hysterical following the incident and has since suffered flashbacks, her mother reports.
Mr Dolatowski pleaded guilty to both crimes, and in January 2019, he was handed a three-year community sentence and an order prohibiting him from contact with children. He must complete 100 hours of unpaid labor.
The child’s mother felt “very, very let down” that the sexual predator was released back into the community, rather than given prison time. “I don’t have any confidence whatsoever that he will not go out and do something equally as bad or worse.”
A spokeswoman for Women and Girls in Scotland told the Times:
Over 90% of sexual crimes are committed by males. It is extremely concerning that in this climate, many female-only spaces can be accessed by males if they simply state they are transgender.
This horrific sexual assault of a child is a reminder that sexual predators will take advantage of any access they can get, and we should be doing all we can to minimise the risks of such assaults.
While completing his work order, the convicted sexual predator moved into a women’s hostel for homeless offenders in Fife, where he shared a bathroom with female residents.
When the media reported on Mr Dolatowski’s living arrangements, female residents shared their fears with reporters. “I feel sick and can’t stop thinking about what [Dolatowski] has done,” one of the women said.
A spokeswoman for Women and Girls in Scotland said in a statement:
Katie Dolatowski has already taken advantage of access to female spaces to commit sexual assault. It is absolutely unacceptable that this person was being given the same opportunity again. Female offenders are very likely to have experienced male violence and/or abuse, and many suffer from conditions such as PTSD.
As such, the presence of males in spaces where they are vulnerable could understandably be very distressing for these women, and for many the presence of a male sex offender will prove to be unbearable.
Once Mr Dolatowski’s living arrangements were made public, he moved out of the hostel.
By March 14, he was back in court for twice breaching his community payback order by failing to attend appointments. A social worker also reported to authorities that Mr Dolatowski had been erasing his internet chat history to hide whom he had been interacting with.
He has been ordered to reappear in court on April 9.
